OFFICIAL LANGUAGE SECTION

The Official Language Section of the Institute trains, assists, monitors and ensures the implementation of the Official Language policy of the Government of India in day to day functioning of CPRI.

By Monitoring the compliance of Official Language Rules issued as per the orders of the President of India, the below listed are ensured:

  • Hindi correspondence is regularly monitored and target percentages are achieved.
  • All documents issued under Section 3/3 are in bilingual
  • All Tender documents are issued in bilingual
  • Training in Hindi is taken up systematically and all employees are trained .
  • The Institute has been notified under Rule 10(4) and individual orders to work in Hindi have been issued under Rule 8(4) of the OL Rules, 1976 .
  • All stationary items are printed in bilingual
  • Check points have been set up to ensure proper implementation of the Official Language.
  • All rules/codes/manuals are in bilingual.

Awards:

Since 1992 the Institute has bagged 39 awards for the outstanding work done in the field of Official Language implementation, which includes  Indira Gandhi Rajbhasha Shield, Rajbhasha Keerti Puraskars, Regional Rajbhasha Puraskars, MOP & NTPC Awards and also TOLIC Rajbhasha Shields  etc.

Following are the list of Awards presented to CPRI, Bangalore:

  1. Indira Gandhi Rajbhasha Shield during 1998-99, 2005-06, 2006-07, 2010-2011, 2011-12, 2012-13 and 2013-14.
  2. Rajbhasha Keerthi Puraskar during 2014-15, 2015-16 and 2016-17.
  3. Kshetreeya Rajbhasha Puraskar during 1992-93, 2001-02, 2004-05 and     2009-10.  
  4. MOP Award during 1996-97, 1997-98 and 1999-2000.
  5. NTPC Rajbasha Shield during 1997-98, 1998-99, 2000-01, 2002-03, 2008-09, 2018-19 and 2019-20.  
  6. TOLIC Rajbhasha Shield during 1996-97, 1997-98, 1998-99, 2017-18, 2019-20, 2020-21, 2021-22, 2022-23.

Institute has been the convening organisation for Town Official Language Implementation Committee, Bangalore from 1994-2011 (17 years). Institute has also received the following awards for excellent TOLIC activities during this period:

1. Indira Gandhi Rajbhasha Shield (TOLIC) : 2003-04 and 2009-10

2. Kshetrieeya Rajbhasha Puraskar (TOLIC)  1998-99, 2000-01, 2008-09, 2009-10 and 2010-2011.

 

Remarkable achievements of the Institute in the field of Official Language Implementation during the year 2022-23 :

Awards:

 TOLIC Rajbhasha Shield

The Institute was awarded with TOLIC Rajbhasha Shield for its excellent performance in the implementation of Official Language during the year 2022-2023. The award was presented by Shri S Rajendra Kumar, Chief Post Master General to Shri.B.A Sawle, Director General  during the second meeting of TOLIC  held on Tuesday, 12 January 2024 at CMTI, Bangalore.

'NTPC Rajbhasha Shield' :

 

A) The Institute was awarded with ‘NTPC Rajbhasha Shield - Protsahan Puraskaar’ for its remarkable performance in the field of implementation of Official Language Policy during the year 2018 - 2019.  The award was presented jointly by Hon’ble Cabinet Minister (Power, New & Renewable Energy) - Shri R.K. Singh and Union Minister of State for Power and Heavy Industries - Shri Krishan Pal to Shri V.S. Nandakumar, Director General, CPRI during Hindi Advisory Committee’s meeting by MOP on 12th May, 2022 at Hotel Ashok, New Delhi.

B) The Institute was awarded with ‘NTPC Rajbhasha Shield - Protsahan Puraskaar’ for its remarkable performance in the field of implementation of Official Language Policy during the year 2019 - 2020.  The award was presented jointly by Hon’ble Cabinet Minister (Power, New & Renewable Energy) - Shri R.K. Singh and Union Minister of State for Power and Heavy Industries - Shri Krishan Pal to Shri V.S. Nandakumar, Director General, CPRI during Hindi Advisory Committee’s meeting by MOP on 12th May, 2022 at Hotel Ashok, New Delhi.

Kshetreeya Rajbhasha Puraskar:

Switchgear Testing and Development Station (STDS), Bhopal – a unit of Central Power Research Institute received the Kshetreeya Rajbhasha Puraskar for its best performance in the implementation of Official Language Hindi during the year         2020-21. The award was presented during Joint Regional Official Language Conference organized at Madgaon, Goa.  Hon'ble Minister of State, Ministry of Home Affairs, Government of India Shri Ajay Kumar Mishra and Hon'ble Minister of State for tourism, Government of India, Shri Shripad Yesso Nayak jointly presented  the award to Shri M.K. Wadhwani, Additional Director & Unit Head, CPRI, STDS, Bhopal on 22 October 2021.

2. Inspections:

 

a) Inspection of Central Power Research Station, UHVRL, Hyderabad by the Second Sub-Committee of  Parliamentary Committee on Official Language

The Second Sub-Committee of the Committee of Parliament on Official Language inspected UHVRL, CPRI, Hyderabad on 18.06.2022. In the inspection, Hon’ble Member of Rajya Sabha Shri. Pradeep Tamta, from Ministry of Power - Shri. Jitesh John, Economic Adviser and Shri. Anil kumar, Assistant Director, OL  and from Head Office, Bangalore - Dr.M.Venkateswara Rao, Additional Director and Smt.Vidya L.N. Senior Hindi Officer and from UHVRL, Hyderabad Dr. Pradeep Nirgude, Additional Director and Unit Head, Shri K. Devendra Rao, Joint Director, Shri B. Radhakrishnan, Administrative cum Accounts Officer and Smt. Kalpana, Assistant Grade I were present.  During the inspection, the activities related to official Language carried out in the Unit were discussed.

b)  Inspection meeting of 2nd sub-committee of Parliamentary Committee on Official Language held in Bangalore

The Parliamentary Committee on Official Language conducted inspection meeting in Bengaluru with Central Power Research Institute, Bangalore on 26th August 2022 at Hotel Taj West End, Bangalore  .

The committee reviewed the official language, work being done in the Institute and gave instructions as required. Higher officers from the Ministry and CPRI were present during the occasion.

c) Inspection of STDS (CPRI), Bhopal by the Second Sub-Committee of Parliamentary Committee  on Official Language

The Second Sub-Committee of Parliamentary Committee on Official Language held an inspection meeting with STDS (CPRI), Bhopal on 19 October 2022 in the presence of senior officials of the Ministry and the Department. The committee reviewed the official language-Hindi work being done in the unit and appreciated the good works and gave some suggestions for improvement. The Unit Head along with the Director General received the certificate from the Honourable Members.:

d) Inspection of Thermal Research Centre, Nagpur by the Second Sub-Committee of the Parliamentary Official Language Committee

The Second Sub-committee of the Committee of Parliament on Official Language  inspected Thermal Research Center, Nagpur Unit on 19.01.2023.During the inspection, the activities related to Official Language carried out in the Unit were discussed and a certificate was presented to the Unit head by the honourable member of the committee.

e) Inspection by Regional Implementation Office, Department of Official Language, Ministry of Home Affairs, Navi Mumbai at Thermal Research Centre, Nagpur

 

Online Inspection of Thermal Research Centre, Nagpur was conducted by Regional Implementation Office, Department of Official Language, Ministry of Home Affairs, Navi Mumbai on 23rd February 2023.

 

f) Inspection by Deputy Director, Regional Implementation Office (South), Bangalore

 

Deputy Director, Regional Implementation Office (South), Bangalore inspected the Institute on 06th September 2023 and discussed about the progress of Official Language implementation in the Institute. 

Hindi Workshop

 

1. Hindi Workshop On the Official Language Act, 1963 and Official Language  Rules, 1976

 

On 27th June 2023 a workshop on “Official Language Act, 1963 and Official Language Rules, 1976” was organized for the clerical staff of the Institute at CCAR Sabha Bhawan. Dr. Shamla Medhar, Senior Hindi Translator was the speaker.

 

2. Workahop on Kanthstha 2.0

Deputy Director,Regional Implementation Office (South), Bangalore gave a talk on Kanthstha 2.0 version on 6th Sept 2023 at CRTL, Committee Room under the Chairmanship of the Director General. All the Heads of the Divisions / Sections and Laboratories were present in the workshop.  

3. Organization of Official Language Orientation Workshop:

An online workshop on “Technical Writing in Hindi” was organized for the Officers and Employees working in Bangalore and other  Units on 15th December 2023 from 02.30 PM to 04.30 PM. The speaker was Shri. Saurabh Mandal, Scientist. F, Centre for Artificial Intelligence and Robotics (CAIR), Bangalore.

 

 

 

 

4. Regional Workshop on Kantastha 2.0

Training Programme on  Kantastha 2.0” was organized under the auspices of Thiruvananthapuram TOLIC (Undertaking)  on 14th February 2024 from 11.30 AM to 1.30 PM through Online. Shri Rajesh Kumar Srivastava, Deputy Director (Official Language and Technology), Ministry of Home Affairs, Govt. of India was the faculty member for the programme. The same online link was forwarded to all the employees of CPRI, Bangalore Unit and other Units . A large number of CPRI employees participated in this training programme.

Promotional Activities :

1. Learn a new Hindi word a day scheme :

One new Hindi word / Quotes with its English equivalent etc are being written at the Main Gate and Head office entrance every day.

Ten Writing Boards have been procured and distributed to some of the Divisions / Labs.  All are making Good use of these Boards by writing new words and Quotes every day.

2. English-Hindi Phrases on folders :

A list of 40 English-Hindi words and 40 English-Hindi phrases are printed on folders for easy reference and usage.

3. Procurement of White marker Boards:

10 White Marker Boards were obtained by GEM and issued to some Divisions / Sections and Labs for writing good Quotes, Thought for the Days etc. on the boards every day and a circular has been sent to the respective HODs for making arrangements for placing them at the main entrance of their Divisions / Labs.  Glossary of Administrative Terms were issued along with the Board in order to facilitate them for writing every day.

4. Technical articles competition :

To promote original Hindi writing in Technical field, the Institute is organizing an Annual Technical Article Competition for the past 29 years for the Scientists of all Central Govt. Organizations. The best three articles are awarded on Hindi Divas. 

Hindi Maah and Hindi Divas Celebrations :

Hindi Maah was celebrated in the Institute from 04.09.2023. Various competitions like Translation (Hindi - English - Hindi), Hindi Essay, News Reading, Quiz, Antakshari, Hindi song, Crossword Puzzle etc were organized under Hindi month, separately  for the officers / employees having working knowledge and proficiency in Hindi. Many Officers and Employees of the Institute participated in all the competitions with great enthusiasm.

On 15th September 2023, Hindi Divas was celebrated at CPRI, Bangalore. The programme started with Invocation presented by Dr. Tulika Bhattacharya, Engineering Officer.  Shri Arka Chakraborty, Engineering Officer welcomed the gathering.

Additional  Director, Shri Ramjeet Singh and Director  General, Shri B.A Sawleji   addressed the gathering and conveyed their best wishes to everyone on Hindi Divas and congratulated all the prize winners. Thereafter prizes were distributed to the winners of various competitions.  

An In-house cultural program was presented by the children of the employees of the institute which was well enjoyed by one and all.

After the vote of thanks, the program ended with the National anthem.

 

3.  Celebration of Hindi Month and Hindi Divas at all its Units:

 

  • Hindi fortnight was celebrated at Switchgear Testing & Development Station (STDS), Bhopal from 18th to 29th September 2023 and at Ultra High Voltage Research Laboratory (UHVRL), Hyderabad from 14th September 2023.
  • Hindi Divas was celebrated at Regional Testing Laboratory, Noida on 14th September 2023 and Hindi Fortnight was celebrated from 14th to 28th September 2023
  • Hindi Divas was celebrated at Thermal Research Centre (TRC), Nagpur on 14th September 2023 and Hindi Week was celebrated from 14th to 21st September 2023.

 

Awards under Incentive Scheme

a. Noting and Drafting in Hindi: Various incentive schemes are in vogue in the Institute viz., Noting and Drafting, presentation of Technical Articles etc. Prizes under these are distributed every year on the occasion of the Hindi Divas.

b. Annual Technical Article Competition: Technical Article Competition for the year 2022-23 was organised – To promote Hindi writing in Technical field, the Institute is organizing an Annual Technical Article Competition for the past 29 years for the Scientists of all Central Govt. Organizations. The best three articles were awarded cash prizes on Hindi Divas held on 15th September 2023 at S.J auditorium.

Brochures of seminars, training programmes etc., are printed in bilingual. Also invitations of various programmes are brought out in bilingual.

The website of the Institute is in bilingual and is being updated from time to time.

Boards

All sign boards inside the buildings are in bilingual i.e Hindi-English and outside buildings are in trilingual i.e. Kannada-Hindi-English.

TRAINING

Employees who do not possess the working knowledge of Hindi, are being trained through Hindi classes. Parangat classes have been started form  5th January 2024 and under this, around  40 Assistants are being  trained.

NOTIFICATION:

As 80% of the employees of the Institute have acquired the working knowledge of Hindi, the institute has been notified under Rule 10(4) of the Official Language Rules 1976 under the Official Language Act 1963 in the Gazette of India on 29 March 1996.

Facilities Provided

In compliance with the guidelines issued by the Dept. of Official Language, Ministry of Home Affairs, 50% of the total expenditure on purchase of books is spent on Hindi books. These books and e-books are made available to the employees.

English-Hindi phrases printing on folders

The file folders used in the Institute contains 40 English-Hindi phrases and 40 English-Hindi synonyms so that every employee who does desk work can easily access the ready reckoner list of Hindi words and phrases.

Supply of Forms

Three kinds of forms (Hindi / Hindi–Kannada / Hindi–English) used in the Institute are uploaded in Intranet :

i.  62 different types of forms are available in Bilingual.
ii. Only Hindi forms are issued to employees possessing the working knowledge of Hindi.
iii. Hindi-Kannada forms are also made available for the needy employees.

Providing Dictionaries:

English- Hindi and Hindi-English Dictionaries compiled by the Commission for Scientific and technical terminology have been distributed  to all the Divisions.

4.  Publications:

The eighth issue of Rajbhasha Samachar was released by Director General.

CPRI News

The quarterly magazine  of the Institute “CPRI News” is brought out in bilingual form.

Annual Report

The Annual Report of the Institute is being published in bilingual every year. Annual Report for the year 2022-23 was published in English and Hindi separately.

5.  TOLIC Activities:

Under Inter organizational competitions, CPRI conducted Cross Word Puzzle competition in Hindi on 06th October 2023 for the employees of all Central Govt. Offices in Bangalore under the aegis of TOLIC-II, Bengaluru and Cash prizes were awarded to the winners. 

The Officers of the Institute also participated in the competitions organized by other organizations under TOLIC-II, Bengaluru.
