Authorities of the Society

  • The management of the affairs of the Society is entrusted in accordance with the rules and regulations of the Society to the Governing Council. 
  • The following shall be the authorities of the Society:
    • The Governing council
    • The President/Vice-President of the Society
    • The Director General of the Central Power Research Institute
    • The Secretary

Functions & Powers of the Governing Council

  • It shall be the function of the Governing Council to carry out the objects of the Society as set forth in the Memorandum of Association.
  • (a) The Governing Council shall have the management of all the affairs and funds of the Society and shall have authority to exercise all the powers of the Society, subject to nevertheless in respect of expenditure to such limitations as the Govt. of India may from time to time impose.
  • (b) The Governing Council may by a resolution delegate to the President, the Director General, or any other officer of the Society, such of its powers for the conduct of the business as they may deem fit, subject to the condition that the action taken by the President, the Director General or any other officer of the society under the powers delegated by this Rule shall be reported at the next meeting of the Governing Council
  • The Governing Council may also authorizedthe Standing Committee to examine and take decisions, on behalf of the Governing Council in respect of matters which are not within the delegation of powers to the President, the Director General, or any other officers of the Society subject to the condition that such decisions would be reported to the Governing Council at its next meeting:

Functions & Powers of the Director General

  • Director General as the principal executive officer of the Society, shall be responsible for the proper administration of the affairs of the Society under the direction and the guidance of the Governing Council.
  • Director General, shall in all matters under his charge, have powers similar to the powers of a Head of Department under the Govt. of India. Also in all matters connected with the execution of the works of the Society, he shall have powers similar to powers of the Chief Engineer in Central Public Works Department.
  • (a) Director General shall have full financial powers of the Ministry as specified in Delegation of Financial Power Rules, 1978 to authorized expenditure for the purposes of travel, transport, canteen etc. subject to the budgetary ceilings previously approved under various sub-heads and shall further be subject to the condition that all orders of economy and reappropriations issued by the government of India are strictly observed..
  • He shall prescribe the duties of all officers and staff of the Society and shall exercise such supervision and disciplinary control as may be necessary subject to these rules and bye-laws.
  • It shall be the duty of the Director General to co-ordinate and exercise general supervision over all scientific and industrial researches and other activities under the Society.
  • The director general shall exercise his powers under the direction, superintendence and control of the President of the Society.

Functions and Powers of the Secretary

  • The Secretary shall maintain a record of the proceedings of the Society and the Governing Council and shall perform the duties hereinafter director to be performed by the Secretary and all such other duties as usually pertain to the Officer of the Secretary and not otherwise specifically provided for by these rules.

Functions of SCRD

  • The Standing Committee on R&D (SCRD) shall identify and pnontize important strategic areas of Research and Development including inter sector research projects, which are to be considered for implementation under the three Research schemes namely, In-house R&D (IHRD), Research Scheme on Power (RSoP) and R&D under NPP.
  • The Standing. Committee on R&D shall also identify leading Researchers and Domain Experts in diverse areas of Power Sector and engage them in the Research Schemes.
  • The Standing Committee on R&D shall approve and recommend Research Projects with outlay above Rs.50 lakh under In-house R&D, Research Scheme on Power and R&D under NPP schemes to Ministry of Power for release of grant-in-aid.
  • The Standing Committee shall also identify:

(a) Need for basic and the applied Research and Development for the Power Sector.

(b) Evolve at national and organizational levels, the Research and Development plans for the nation. The Committee shall endeavor to define desirable limits for the expenditure and prioritise Research and Development plans.

(c) Evolve mechanism to channelize the outcome of research for the benefit of Power Sector and to improve operational efficiency of the Indian Power Sector.

  • The projects approved by Standing Committee on R&D rriay be forwarded by CPRI directly to Ministry of Power for funding. The existing Working Committee on Research, the Expert Committee on Research Scheme on Power, Task Force under Chief Engineers of CEA for Research and Development projects under NPP and the Expert Committee under Standing Committee on Research and Development for projects under NPP and the present practice of ratification of approved projects by Standing Committee of CPRI is withdrawn.
  • The mechanism for inviting, screening and monitoring of progress of Research and Development Proposals / projects under the three schemes will be streamlined as per the recommendations contained Report of the Expert Committee on R&D in Power Sector which I was approved by the Governing Council of CPR I in its 76th meeting held on 29th August 2014.
  • Necessary Secretarial assistance to the Committee would be provided by the Central Power Research Institute under the Research Grant provided to CPRI.
  • The Committee shall make recommendations from time to time for optimum utilization of infrastructure and release of funds for Research and Development.
  • The Standing Committee on Research and Development shall meet at least once in six months to consider the Research and Development proposals approved by Technical Committee and to review the progress of Research projects.

Functions of Technical Committee

  • The Working Committee on Research for IHRD and Expert Committee on Research Scheme on Power for RSoP stand replaced by Technical Committees.
  • Nomination of the Chairman and Members to each of the Technical Committees may be done by CPRI.
  • The Research and Development proposals under RSoP and NPP schemes shall be advertised by CPRI through National and Local Dailies for wide publicity and through website of organizations like CPRI, CEA and CPSUs concerned. Institutions like NIT's, lIT's, CPSU's, manufacturers may be intimated about the availability of funds and identified areas of Research.
  • The proposals received under three Research Schemes will be reviewed by two subject experts from outside to assess the quality and suitability of proposal. CPRI shall arrange to get the proposals reviewed.
  • Shortlisted proposals shall be placed before the Technical Committee for evaluation and recommendations. The Technical Committee shall evaluate the proposals based on the following criteria:

(a) Technical Relevance in respect of knowledge / manufacturing process / design etc.

(b) Requirement of Technology.

(c) Feasibility

(d) Cost Benefit Analysis

(e) Investigators Credentials and / or Collaborative team's.

(f) Implementation and Commercialization Plan of Research and Development output.

(g) Technology Adoption through National efforts.

  • Projects under IHRD, RSOP and R&D under NPP shall be recommended by respective technical committees.
  • Delegation of financial powers to DG, CPRI is accorded for approving Research and Development proposals up to Rs.50 lakh under IHRD and RSoP.
  • Projects under IHRD and RSOP with outlay upto Rs.50 lakh, which are recommended by Technical Committees, will be approved by DG, CPRI and these projects will be forwarded to Ministry of Power for release of grants. The details of such approved proposals would be put up for information of SCRD.
  • Research projects under II•fRO and RSoP above Rs.50 lakh and all projects under NPP which are recommended by Technical Committees will be placed before Standing Committee on Research and Development for approval.
  • The details of Research and Development projects approved by DG, CPRI and Standing Committee on Research and Development shall be placed before Standing Committee of CPRI and Governing Council of CPRI periodically for information.
  • The Technical committees shall review both Technical and financial progresses of all R&D projects under the three schemes and also recommend release of subsequent installment of grant where ever applicable, on the basis of progress achieved.
  • The Standing Committee on Research and Development shall meet at least once in six months to consider the Research and Development proposals approved by Technical Committee and to review the progress of Research projects.
