Official Language Section

The Official Language Section of the Institute trains, assists, monitors and ensures the implementation of the Official Language policy of the Government of India in day to day functioning of CPRI.


Monitoring the compliance of Official Language rules issued in compliance with the orders of the President of India, the below listed are ensured:


  • Hindi correspondence is regularly monitored and target percentage achieved. Hindi correspondence of the Institute for the year 2019-20 was 95.35%.
  • All documents issued under section 3/3 are in bilingual
  • All tender documents are issued in bilingual
  • Training in Hindi is taken up systematically and all employees are trained .
  • The Institute has been notified under Rule 10(4) and individual orders to work in Hindi have been issued under Rule 8(4) of the OL Rules, 1976 .
  • All stationary items are printed in bilingual
  • Check points have been set up to ensure proper implementation of the Official Language.
  • All rules/codes/manuals are in bilingual.


Since 1992 the Institute has bagged  26  National awards for the outstanding work done in the field of Official Language implementation, inclusive of Indira Gandhi Rajbhasha Awards, Rajshasha Keerti Puraskar, Regional Rajbhasha Awards, MOP Awards, NTPC Awards etc

Remarkable achievements of the Institute in the field of Official Language Implementation during the year 2017-18:

TOLIC Rajbhasha  Sheild for the 2017-18

The Institute was awarded First Prize during TOLIC meeting held on 04.01.2019 at  GPO for its outstanding performance in the implementation of Official Language during the year 2017-18.

Rajbhasha Kirthi Puraskar for the Year 2016 – 17

It is a matter of great pleasure that the Institute was awarded the prestigious Rajbhasha Kirthi Puraskar - First for the successful efforts in the area of progressive use and implementation of Hindi for the offices in “C” Region during the year 2016-17. The award was given by Honourable President of India, Shri Ram Nath kovindji, during Hindi Divas function organized at Planery Hall, Vigyan Bhavan, New Delhi, on 14th September 2017 which was received by Shri V.S. Nandakumar, Director General of the Institute. The Institute was awarded this for the 7th time consecutively which is also the 10th Indira Gandhi Rajbhasha award won by CPRI so far.

Promotional Activities

Information regarding the Research and testing facilities available at CPRI is being published in the form of book in Hindi for the last two years.

Learn a new Hindi word a day scheme

A new Hindi word with its English and Kannada meanings is being put in Gyan Shakti and sent by email also.

Also one new Hindi word with its English and Kannada meanings is displayed at the Main Gate and Head office entrance every day.

English-Hindi Phrases on folders

A list of 40 English-Hindi words and 40 English-Hindi phrases are printed on folders for easy reference and usage.

Technical articles competition

With a view to promote original Hindi writing in Scientific and technical field, awards carrying cash prizes of Rs.3000/-, Rs.2000/- and Rs.1000/- for the 3 best technical articles written in original Hindi received for the competition open to all central govt. offices in Bengaluru, are being sponsored by CPRI since 1994 under TOLIC, Bengaluru.

Hindi Month

Hindi month was started from 26 August 2019. Under this eight competitions were organized which were conducted . The competitions organized were Quiz , Antakshri , Vocabulary and Spelling, Cross word puzzle,  General Knowledge(Written) , Song, Humorous Conversation  and Technical articles.

Hindi Divas

Hindi Divas was celebrated at CPRI, Bengaluru, on 24th September 2019. Dr.Narayan Panigrahi, Scientist ‘G’CAIR was the chief guest of the function. He highlighted the importance of Hindi and its different forms and also spoke about the advantage of learning multi Indian languages. He also mentioned that Indians being multi-lingual, are less prone to Alzheimer disease. He distributed the prizes to the winners of Annual Technical Articles competition for the year 2018-19 and also distributed prizes of various competitions organized during the month. All the Officers and employees of the Institute participated in the programme enthusiastically.

Awards under Incentive Scheme

a. Noting and Drafting in Hindi: Various incentive schemes are in vogue in the Institute viz., Noting and Drafting, Hindi Typing and presentation of Technical Articles. Prizes under these are distributed every year on the occasion of the Hindi Divas.


b. Annual Technical Article Competition: Technical Article Competition for the year 2017-18 – To promote Hindi writing in Technical field, the Institute is organizing an Annual Technical Article Competition for the past 24 years for the Scientists of all Central Govt. Organizations. The best three articles were awarded prizes on Hindi Divas, on 24th of September 2019 in the Institute at Bengaluru.


Brochures, Invitations in bilingual

Brochures of seminars, training programmes etc., are printed in bilingual. Also invitations of various programmes are brought out in bilingual.


Forms used in the Institute are available in Gyanshakti, the intranet of the Institute, in Hindi (for employees with working knowledge), Hindi-English and Hindi-Kannada (for Group D employees).

All sign boards inside the buildings are in Hindi-English and outside buildings are in Kannada-Hindi-English.


CPRI, where 90% of the employees have acquired the working knowledge of Hindi has been notified under Rule 10(4) of the Official Language Rules 1976 under the Official Language Act 1963 in the Gazette of India.


Employees who do not possess the working knowledge of Hindi, are being trained through Hindi classes.

Facilities Provided

In compliance with the guidelines issued by the Dept. of Official Language, Ministry of Home Affairs, 50% of the total expenditure on purchase of books is spent on Hindi books. These books and e-books are made available to the employees.

Multilingual software in server

Leap Office, the Multilingual software has been installed in the server, so that all computers connected to LAN have the facility of working in Hindi. Unicode is being activated and training is also being given to all the officers/employees to work in Unicode.

Learn ‘A Word A Day’ Scheme

A new Hindi word per day with its English  equivalent is displayed on the boards put up at the Main Gate and Head Office.

Learn ten words A Month Scheme

Under “Learn and use Ten Hindi words per month scheme”, Ten Hindi words with their English equivalents are released every month and all are requested to use these words in their day-to-day official work during the said month.

English-Hindi phrases printing on folders

The file folders used in the Institute contains 40 English-Hindi phrases and 40 English-Hindi synonyms so that every employee who does desk work can easily access the ready reckoner list of Hindi words and phrases.

Supply of Forms

Three kinds of forms (Hindi / Hindi–Kannada/ Hindi–English) used in the Institute are uploaded in Intranet :

i. 62 different types of forms of the Institute are available in Bilingual.
ii. Only Hindi forms are issued to employees possessing the working knowledge of Hindi.
iii. Hindi-Kannada forms are issued to ‘D’ Category employees.

Dictionaries provided

English- Hindi and Hindi-English dictionaries printed by the Commission for Scientific and technical terminology have been provided to all the divisions. They have also been given to employees under various incentive schemes to facilitate easy working. Also soft version of list of Hindi- English Administrative Terminology & Noting in Excel form has been provided to all.

Workshops and seminars

From time to time Health seminars and Language expression workshops are organized to encourage the use of Hindi amongst the staff of CPRI. Such seminars and workshops not only focus on gaining language expression but also help the staff to address their health issues and the topics chosen for Language expression workshops facilitate to sensitize the people on current issues. Some of the recent seminars and workshops conducted are as follows:

1. Organizing Table Workshop

The following departments were inspected regarding OL Implementation and a follow up table workshop was conducted during the quarter to guide the employees regarding use of Hindi in official work & presentation of statistical data of Hindi correspondence, and ensuring that the Name plates, Name boards, Sign Boards, Rubber Stamps, Visiting Cards are in bilingual format.

(i)  I & P   (ii)  Security Section (iii)  Purchase Division.

2. Workshop on Information Technology for Effective Implementation of Official Language Hindi In Office

A Hindi workshop on "Information Technology for Effective Implementation of Official Language Hindi in Office" was organized for the clerical staff of the Institute on 20 December 2019. The speaker was Dr. S.N. Mahesh, Centre for Artificial Intelligence and Robotics, DRDO.  Introduction to Google translation and Voice typing software was given to the new Clerical Staff to help them work in Hindi, as well as hands on session in voice typing was also provided.

3. Health Talk

On the occasion of International Women's day, a Health talk on Polycystic Ovary Syndrome (PCOS) was organised for the  women employees of CPRI  on 3 march 2020 at 2.PM at Swayambhu Hall. Speaker was Dr. Athishaya Mamatha, BHMS, CCAH, FCAH, SATTVAM - Speciality Homoeopathy Centre.

Inter organizational competitions

The Institute had successfully conducted an Inter organizational competition-”Hindi Cross Word Puzzle competition” on 23rd October 2019 for the employees of Central Govt. Offices of Bengaluru under the auspices of TOLIC for Joint Hindi Divas which had the enthusiastic participation of a majority of employees. The Institute awarded the prizes to the winners on the occasion of Joint Hindi Divas.

The Annual Report of the Institute is published in bilingual every year. Annual Report for the year 2018-19 was published in English and Hindi separately.


The quarterly journal of the Institute “CPRI News” is brought out in bilingual.

Rajbhasha Samachar

The sixth edition of "Rajbhasha Samachar" was published which gives a report of the remarkable achievements and progress in the field of Official Language
